Overview: This guidance for local education authorities advises on the collection and recording of data on pupils' ethnic background for local purposes and for the Pupil Level Annual Schools' Census (PLASC). It confirms authorities' role in providing leadership and support to their schools in the collection of data according to the new national population Census (2001) ethnic background categories (see Annex A) and advises on the replacement of pupil records from the existing categories to the new Census categories. It also sets out the actions and timetables to be followed in determining any local variants to model procedures and in obtaining clearance from the Department.
