A strategic approach to homework
In March 1997, the Borough launched a 'Learning Community Strategy', with the aim of enhancing the value
placed on education:
- for children and young people; and
- encouraging learning as a life-long process for all.
The strategy included the task of developing a model of good practice for homework in primary schools.
The goals that the Authority set itself were as follows:
- the publication of a suggested homework policy for schools;
- guidance notes for parents to assist their children with homework;
- the production of homework materials in the core subjects, with priority given to Key Stage 2;
- the purchase of professionally produced homework materials for use by schools; and
- the launch of a homework initiative in EAZ primary schools (November 1998).
Good practice in other LEAs was also researched.
Having achieved the above goals, the strategy was implemented by the EAZ schools, in the following manner:
- all EAZ schools were provided with funding for a member of staff to co-ordinate homework;
- schools had three INSET days to develop policies, procedures and a homework implementation plan for Key Stage 1, 2 and 3 pupils;
- all schools developed a homework policy from the Authority's draft policy framework;
- homework guidance for parents was published in a cartoon format;
- all schools were provided with homework materials in 'core' subjects - some were developed by Newham teachers, whilst others were supplied by an educational publishing company - an EAZ partner;
- practice tests were provided for Key Stage 1 and 2 pupils; and
- homework bags, sponsored by EAZ partner industries were given to all pupils. Homework equipment, such as, pencils, pens, rubbers and rulers were provided for nursery, reception and Key Stages 1 and 2 pupils.
Following an external evaluation of this initiative, a new set of homework guidelines has been
produced. Three EAZ School Development Managers also ensure that the impetus given to fostering
effective homework policies and practice, continues to be developed and refined.
The next stage is to disseminate the established good practice to non-EAZ schools.
