What is it?
Twenty-four schools were selected as case studies for this survey of improvement and decline in standards of English and mathematics. Some of the schools were chosen because they had made good progress, others because they had not. HMI visited each school between the summer term 2001 and the spring term 2002. This report identifies the factors that supported improvement and those that held back schools' progress. It includes quotations from HMI and from the headteachers and pupils of some of the schools inspected.
