The Teacher's guide shows how the National Curriculum programme of study for citizenship at key stage 4 can be translated into practical plans. The use of this material is optional.

Timing
Citizenship becomes part of the statutory curriculum for secondary schools from August 2002.

This Teacher's guide is designed to be used in conjunction with the key stage 3 Teacher's guide. Sections such as those about whole-school planning and forms of provision also apply at key stage 4. Most of the information and guidance in this booklet focuses on issues that relate specifically to key stage 4, including:

  • planning citizenship provision at key stage 4, in the context of increasing curriculum flexibility;
  • links with other areas of the curriculum, including other subjects, PSHE and careers education and guidance;
  • teaching and learning, including active citizenship;
  • assessing progress and recognising achievement in citizenship at key stage 4, including through the use of portfolios, qualifications and awards; and
  • other related developments, including Connexions, the National Healthy School Standard, key skills, thinking skills.

An exemplar framework for audit and planning citizenship provision at key stage 4 is provided in Appendix 1. This can be used in conjunction with the framework in Appendix 1 of the key stage 3 Teacher's guide. Specific examples of how different schools could use this scheme of work are included in Appendix 2.
