The World Class Primaries Programme was launched by Ed Balls on 4 December 2009. He set out the support local authorities and schools will receive for school improvement totalling £900 million and including £315 million available for 1-to-1 tuition for pupils falling behind in English and maths as part of a package of measures to ensure every child can succeed.

He has written to every local authority setting out plans for primary school improvement measures, including helping schools learn from the best, and asking all local authorities to respond by the end of March 2010 with a plan outlining how they will help their schools to become world class primaries.
