A Guide to sustaining out of school hours learning

This publication from the Big Lottery Fund - formerly the New Opportunities Fund - describes how the out of school hours learning (OSHL) programme provided funding for 3 to 5 years to enable schools and other organisations to set up innovative OSHL opportunities in more than half of all secondary schools, a third of primary schools and nearly half of all special schools across the UK. The programme set out to help schools create activities and opportunities - also known as study support - that would raise attainment and increase pupils' self-esteem and motivation, especially among those at risk of exclusion.

DfES commissioned this interim evaluation of the £35m Pupil Learning Credits scheme, which ran from September 2001-March 2003, providing 260 secondary schools with extra funds to enable them to provide additional learning opportunities for over 60,000 pupils whose social circumstances were exceptionally challenging.

The key findings were that :

  • the PLC initiative was widely regarded by participating schools as very successful;
  • schools deployed PLC resources across a wide range of activities and areas;
  • headteachers appreciated the considerable additional funding in conjunction with ease of administration and the freedom to use it to meet individual school (and pupil) needs;
  • schools benefited from the opportunity to improve the quality of the education provided and meet the perceived needs of disadvantaged pupils;
  • there were positive effects on both participating pupils and staff, particularly in cases where funds were used to facilitate a number of innovative teaching and learning approaches;
  • weak points were linked to the short-term nature of the funding, and an initial lack of guidance as to how the funding could be deployed.

The DfES commissioned MORI to undertake quantitative research to explore the past, current and projected extent and nature of study support in maintained primary and secondary schools in England. The study sets out the place of study support within the primary strategies at Key Stages 2 and 3 and the efforts by schools to improve pupil behaviour and attendance. Expanding on the scope of past research, this work identifies recent changes and plans for study support provision while monitoring current levels and types of activity.

Key findings include:

The vast majority of schools provide study support activities: almost 98% of secondary schools (consistent with 97% found in 2000); 90% of primary schools provide study support (decline from 98% in 2000 although this may reflect a change in wording; PE and Sport are the most popular activities, followed by Music and ICT; Study skills & homework revision offered by (97% of secondary schools.)
