This report is the last of a series which includes the Interim Evaluation Report (published in June 2004); the Analysis of Pupils' Progress and Survey Responses 2003; and the Final Report (both published on 24 November 2005).
Key findings:
- Results from the Economic Evaluation suggest that the Pupil Learning Credits Policy contributed to an improvement in attainment in Key Stage 3 Mathematics (though not for English) and an improvement in school attendance.
- A simple cost-benefit analysis suggests that the policy is likely to be cost-effective (especially given the modest per-pupil cost).
