2008 Target Setting Guidance - 16 August 2006
This guidance covers arrangements for setting LA and school targets for 2008. It covers arrangements for setting statutory targets at Key Stages 2, 3 and 4, for looked after children, ethnic minority groups, school attendance and early years' outcomes. We have split the guidance into two parts:
Part 1 is for LA officers directly involved in setting LA targets - Directors of Children's Services, Heads of School Improvement, Primary and Secondary Strategy Managers, Early Years Lead Officers and other advisers.
Part 2 is for LA advisers, School Improvement Partners and others working directly with schools to set targets.

2007 Key Stage 2, 3 & 4 Targets
Andrew McCully, Department for Children, Schools and Families Director, School Standards, wrote to all local authorities in June and July 2006 summarising our analysis of the target submissions made by LAs for their own and their schools' targets for 2007. The letter mentioned that we would publish details of the targets agreed for each LA on our target setting website.
We now have a spreadsheet available showing the agreed LA targets for 2007 in the following areas:
- KS2 English at level 4+
- KS2 maths at level 4+
- KS3 English at level 5+
- KS3 maths at level 5+
- KS3 science at level 5+
- KS3 ICT at level 5+
- GCSE/GNVQ 5 A*-C

Guidance to Local Authorities on Target Setting (August 2005)
This new guidance covers the arrangements for setting LA and school targets for 2007. As well as Key Stages 2, 3 & 4 and school attendance targets, the guidance now covers advice on setting targets for looked after children and minority ethnic groups.

The revised version of the Supporting the Target Setting Process was published in March 2001 and can be viewed or downloaded. PDF (572.4 Kb) The document is intended to support schools in the setting of effective targets for pupils with special educational needs and builds on earlier guidance published as an outcome of a DfEE/QCA joint project.
Please note however that QCA, in conjunction with the DfES, has made minor revisions to the P-scales and these can be accessed at http://www.qca.org.uk/ages3-14/inclusion/7606.html. QCA are in the process of revising the Supporting the Target Setting Process document to include the changes.

- Performance Data Framework for LEAs (February 2004)sets out the principles and good practice which LAs are recommended to follow to ensure that all schools receive a comprehensive range of quality performance data which they can use to support school self-evaluation and raise standards. - School Improvement: Making Data Work (February 2004) has been produced by The Education Network (TEN) and includes a variety of LA good and innovative practice to challenge and support schools in the use of data to raise pupil achievement. It is available to download PDF (2.7 Mb) and complements the Performance Data Framework mentioned above.
