Managing Premises [FMSiS]
This Summary Guide has been developed by IPF as part of the Toolkit supporting the DCSF Financial Management Standard in Schools. It sets out why premises management is important; the benefits of managing premises effectively; the premises development plan; maintaining premises; making the best use of premises; premises changes/improvements needed to support the planned development of the school; funding repairs and new build work; energy efficiency; asset management plans; roles and responsibilities; and links between AMPs and School Development Plans. Assessing the Net Capacity of Schools [FMSiS]
This is a detailed (around 40 pages) guidance document, published in August 2002, describing the method of assessing the 'net capacity' of schools, which should be used as the measure of the capacity of all maintained, mainstream schools in England. The document is structured as follows: introduction; background; how the net capacity method works; what needs to be measured; measured but excluded areas; and using the net capacity assessment forms.(PDF 395 KB)

Asset Management Plans [FMSiS]
This detailed guidance (around 30 pages) was issued in April 2000 and sets out non-statutory guidance on the policy framework of AMPs, including the aims and objectives; the scope; the timescale; and the respective roles and responsibilities of the partners. It also outlines the main stages in developing AMPs and the processes that these involve, as well as the DCSF's proposals for appraising AMPs.
Although local authorities will have the overall responsibility for preparing AMPs, given their statutory duty for securing school places in an area, the outputs from AMPs must also be owned by schools and dioceses, with a consensus obtained on the prioritisation criteria. Decision-making processes must also be transparent to governors, head teachers and dioceses and there should be demonstrable fairness of treatment between different categories of schools.

Energy and Water Management: A Guide for Schools [VFM Unit]
This detailed guidance (around 80 pages) was developed by the VFM Unit in 2002 to assist schools in saving energy and water. It contains practical suggestions and simple ideas, including case studies and checklists, which can easily be implemented in schools, potentially leading to major savings, through raising awareness about the importance of conserving water supplies and reducing waste.
The guidance is structured as follows:
- strategic overview - ideas for developing a comprehensive energy or water saving strategy
- operational issues - some of the operational issues involved in introducing an energy or water saving strategy
- curriculum opportunities - some of the many ways in which energy or water saving activities can be incorporated into the curriculum
- purchasing energy - different sources of energy and energy suppliers, what they offer, and how schools can make the best buys
