ICT Development Plans [FMSiS]

This Summary Guide has been developed by IPF as part of the Toolkit supporting the DCSF Financial Management Standard in Schools. It sets out good practice in terms of having an effective school ICT Development Plan; covering: appropriate objectives; an effective planning process; the right content and clear monitoring arrangements, with links to more detailed guidance.

Changing Times, Changing Roles: How primary schools have remodelled for the leadership and management of ICT [NCSL]

This research report, published in summer 2006, examined how primary school leaders engaged with the remodelling agenda to consider the leadership and management of ICT in their schools.

In the full report, five main areas emerging from a review of the literature are focused upon: 24 administrative tasks; knowledge management; communication; planning, preparation and assessment (PPA) time; and extending roles of staffing. In the summary report, the leadership dimension is highlighted, with particular reference to how schools have sought to apply remodelling to achieve a better fit between roles and responsibilities.

IcT's about Learning: School leadership and the effective integration of information and communications technology [NCSL]

This short summary study is based upon interviews with school principals or headteachers and others working in schools in England, Australia and Singapore that are reputed to be at the cutting edge of practice in ICT. It focuses upon: the effective integration of ICT; leading learning; the changing relationship between the school and the community; and budgeting for ICT.

One step ahead of the game: leading change in ICT in support of pupil learning [NCSL]

This summary research report, published in summer 2007, examined how the headteachers of five primary schools are using technological advances in order to improve the quality of education for their pupils.

It explored the use of ICT, describing headteachers who embrace change and enjoy the challenge of being modern leaders in modern schools. Schools were selected to reflect a balance between church and community, urban and rural, and male and female headteachers. In order to sample schools with established good practice in ICT, three schools were chosen from the ICT Register, one school was recommended by Becta and one was a local school with an 'outstanding' Ofsted report.

Secondary Leadership Team Toolkit [NCSL]

The secondary leadership team toolkit was launched in March 2006 and provides a range of practical tools to guide school leadership teams on how to lead the effective use of ICT across the curriculum. The toolkit is designed for School leaders: secondary headteachers, secondary management, leadership teams and department leaders and School advisers: subject and strategy advisers, school improvement and other local authority advisers.

The toolkit is intended to be flexible to meet the specific needs of each school, and aims to help schools develop and communicate their vision, explore and plan different implementation strategies and review and evaluate progress. The toolkit provides inspirational insight into 11 school journeys to enhance learning and teaching using ICT. The CD-ROM follows these journeys in more depth, with interviews from leaders at these schools discussing innovative and practical approaches to sustaining improvement and attainment.

The toolkit booklet features 11 case studies looking from different perspectives, discussing the latest thinking about extending learning beyond the school day, developing the 14-19 curriculum and personalising learning for all.

Planning and Budgeting for ICT [Becta]

Becta's focus on the long-term sustainability of ICT infrastructure is designed to help schools plan and budget for ICT, confident that they are taking into account all associated costs both now and in future years. This section of Becta's website covers:

  • Funding - documents on wider funding issues e.g. Building Schools for the Future, ICT Funding 2008-2011, Planning Technology into your Building
  • Financial Planning - guidance on how to review current ICT provision and work out future requirements and costs, including self-assessment tools and an ICT investment planner
  • Managing costs - further information on types of ICT costs, including: software; hardware; training; proportional; support costs and on managing ICT sustainably

Purchasing ICT Resources [Becta]

This section of Becta's website provides schools with simple advice on purchasing ICT. Becta offers several EU-compliant frameworks to help schools compare suppliers and guarantee high quality products and services. Becta's aim is to ensure that schools get the best possible solutions for the best possible price and believe that, in most cases, the best way to do this is to aggregate purchasing.

Becta therefore recommends that purchasing should not be done by individual schools, but by a larger group, such as the local authority, to achieve best value. Their advice is that, in the first instance, schools approach their local authority to see if they have systems in place for purchasing the products or services that schools are seeking. If they haven't, Becta suggests that schools make contact with them, as they may be able to help a school to aggregate its purchases with other schools with similar requirements.

Guidance is provided on the following key areas: how to purchase; getting best value; infrastructure; consultancy; learning platforms; software licenses; internet services; and evaluating resources, with schools also being able to access a free help and advice service from Becta's Regional Consultants, a team specifically designated to support schools' ICT purchasing.

School Improvement through ICT: Guidance for Governors [NGA/Becta]

This is a short guidance document which sets out the importance of using ICT effectively in schools; identifies key questions which governors should ask to monitor whether their school is using ICT effectively; and provides information about the Becta self-review framework, an online tool which allows schools to enables schools to look at ICT across all aspects of school life, rather than view it in isolation. 

Although it is not intended that the governing body should carry out the online self-review, the self-review framework can provide the governing body with the evidence it needs to enable it to carry out its strategic functions, to monitor and evaluate progress and make important decisions on spending.
