Remodelling the School Workforce [Ofsted]
In December 2004, Ofsted published the results of a survey of how effectively schools were implementing phase 1 of the national workforce agreement and what impact this was having. This report, published in December 2005, provides further evidence of progress in implementing phases 1 and 2 and the planning for phase 3. It is based on inspection visits to a range of schools, which took place in the period from September 2004 to July 2005, and forms a qualitative report using case studies as evidence.(PDF 122 KB)

Staff Deployment [FMSiS]
This Summary Guide has been developed by IPF as part of the Toolkit supporting the DCSF Financial Management Standard in Schools. A Staff Management and Deployment Self-Evaluation Checklist [FMSiS]
This guidance is designed to be used by senior managers, headteachers and governors as an audit tool to aid self-evaluation of staff deployment and utilisation at the school. The issues that need to be considered are set out in the form of a Checklist which is divided into six sections (staffing: policy and procedures; staffing: performance management and appraisal; governors' role; strategic and curriculum planning; management processes; and management information systems and benchmarking. These areas are intended to provide an oversight of the key issues and give an overview of the elements relevant to staffing, the largest cost centre in the management of school improvement.(PDF 79 KB)

School Workforce Advisers [TDA]
School workforce advisers provide information, support and guidance on all aspects of training and development for the whole school workforce. Each local authority employs an adviser, partly funded by the TDA, whose role includes working with schools and the authority to raise the quality and impact of training and development, and to identify and share effective practice.
School workforce advisers also feed local ideas about skills gaps and training and development priorities back to the TDA to help us develop appropriate support. Contact details are provided for SWAs in each region.

Provider Link Advisers [TDA]
Provider link advisers (PLAs) are regional consultants who work with initial teacher training (ITT) providers on the areas of recruitment, funding and development. Workforce agreement monitoring group (WAMG) (TDA)
WAMG is a unique social partnership of 11 organisations representing employers, the government and school workforce unions that first came together as signatories of the national agreement on 15 January 2003.
It played a critical role in ensuring implementation of the national agreement and continues to work collaboratively on the wider workforce reform agenda for schools. WAMG, along with others, provides input to the development of government policy where there are school workforce implications. Here you can find case studies, FAQs and useful guidance documents focusing on the implementation and impact of the national agreement.

The new flexibilities introduced to the TPS scheme provide more options for members planning for their future retirement. The opportunities provided by the Phased Retirement arrangements allow members to take some of their pension benefits early whilst remaining in employment in a reduced capacity - particularly useful for succession planning for headteachers Full information should be sought from the TPS website.
